Bill is one of the country’s leading experts on health policy and politics, and has advised national politicians, multinationals, regulators, small-and-medium sized companies, providers and charities on the ways to effect change in healthcare systems across the world. He is a former Special Adviser at the UK Department of Health, and has twice been named one of the 100 most influential people in the NHS.
Sarah Winstone
Founding Partner
Sarah has over a decade of consultancy experience, creating and leading high profile international and national programmes for pharmaceutical clients, charities and campaigning coalitions. Prior to her consultancy career, she helped establish and ultimately led Cancer Research UK’s parliamentary function, helping the charity secure important policy wins on tobacco control policy and the strategic direction and funding of cancer services. She writes regularly for PR Week.
Mike Birtwistle

Mike is recognised as an expert in driving policy change in health and care in many different health systems. He has been responsible for multiple award-winning campaigns, leading to significant wins for patients on issues such as earlier and more accurate diagnosis, access to new treatments and improvements in the organisation and delivery of services. He writes regularly for the Health Service Journal and has also been awarded the prestigious Communiquétor of the Year award for delivering sector-leading advice and outcomes.
Mike Richards
Senior Counsel
Mike is the former Chief Inspector of Hospitals, where he spearheaded the inspection, quality and safety agenda and is one of the most widely respected and effective clinical leaders in the NHS. He has served in a variety of senior clinical roles at NHS England and the Department of Health, including as the National Clinical Director for Cancer for over a decade. He has been responsible for developing clinical strategies on cancer, end of life care and cardiovascular disease. He has also been instrumental in delivering reforms to access to medicines, through his work on the ‘top ups’ review, which led to reforms to NICE, and his leadership of the project to analyse international variations in drug usage. He was a consultant medical oncologist and Professor of Palliative Medicine at Guy’s and St Thomas’ Hospitals.
Richard Douglas

Richard is the former Director General for Finance, Strategy and the NHS at the Department of Health. He retired from the civil service in May 2015 as Whitehall’s longest-serving finance director, having been Whitehall’s youngest ever Director General when first appointed. One of the most influential civil servants in the NHS’s history, he is widely respected in 10 Downing Street, HM Treasury and across government for his track record in controlling the £100 billion NHS budget for well over a decade.
Francesca Scassellati Sforzolini
Managing Director ‑ Brussels Office
Francesca has over 20 years of public policy and corporate communications experience in Brussels and several EU Member States. She has designed and led a number of pan-European initiatives and campaigns for pharmaceutical clients and advocacy groups and has particular expertise in building complex multi-stakeholder coalitions that have achieved policy change. Francesca holds a Master’s degree in International Relations and Economics from the Johns Hopkins University in Washington, D.C. She is fluent in English, French and Italian and also speaks Spanish and some Norwegian.
Ed McIntosh
Director
Ed has extensive experience of helping clients to understand and overcome market access challenges, with a particular focus on rare diseases. Ed leads Incisive Health’s work with clients seeking to shape the NHS’s approach to advanced therapy medicinal products and has a track record of delivering policy change to support enhanced patient access to highly innovative treatments. Prior to joining Incisive Health, Ed worked in-house at a major pharmaceutical company.
Brice Staquet
Director of Finance and Operations
Brice is an Associate Chartered Management Accountant with over a decade of experience in the communications industry. He joined Incisive Health in 2016, having previously worked in an international consultancy. He has responsibility of Incisive Health’s finance and operations. He helps the senior team in managing resources and budget.
